Withdrawal of state aid is not opposed by either of the Bishops, (although the R.C. Bishop seeks compensation for past inequality, which Lord Kimberley will not consent to). The gaol might be provided for by affording access to ministers of different denominations or by the appointment of a chaplain of the same denomination as the majority of the prisoners with access to ministers of other denominations. I am disposed to think that of the two courses suggested the latter is preferable.

6/ - Continuance of all Endowments is a matter on which two points however should be borne in Mind - (a).
