Withdrawal of state aid is not opposed by either of the Bishops, (although the R.C. Bishop seeks compensation for past inequality, which Lord Kimberley will not consent to). The gaol might be provided for by affording access to ministers of different denominations or by the appointment of a chaplain of the same denomination as the majority of the prisoners with access to ministers of other denominations. I am disposed to think that of the two courses suggested the latter is preferable.
6/ - Continuance of all Endowments is a matter on which two points however should be borne in Mind - (a). The existing Cathedral is too large for the community & the maintenance of the fabric will be a heavy burden if they are required to take it on: at the same time it is not too large for the crowds who attend. It must be kept up & it is offered to them - they may demur to paying their proportion of the cost. (b). The Society charged with it doubtfully - that there will be difficulty in obtaining a guarantee for the chaplain's stipend, & of course no clergyman will go out without a guarantee.
The Gaol & Hospital services are a minor matter. The Colony may fairly pay a remuneration for them.
M.25/6 - It is suggested that the withdrawal of state aid on vacancies occurring (with a saving clause as to gaols and hospitals) would be the most convenient.
But in the event of concurrent state and church endowments being defined, the Governor's argument points to the General precedent referred to in my despatch. Gor Hong Kong 9464(86) Nr 246
